Why wouldn't you be able to? The lacrimal glands and tear ducts don't depend on being in air to function. They are already embedded in an environment that is +/- 90% water.
If somebody swam by and grabbed me by the gonads, I can guarantee you I'd cry under water.
I don't think I've ever been sad, upset or angry enough to cry while under water. Perhaps if I could hold my breath long enough, I could find out.
And laughing underwater? That can really take your breath away.
I'm sure we can cry under water but by the situation and depth a person is under, would they feel a tear. Or if its the other crying where wailing is involved, would a person want to use up their oxygen to panic to acknowledge their pain. There could be many situation where crying under water will be fine or deadly thinking about the question. I just prefer not to think about it.
